The council voted 5–0 to approve a 32nd amendment to the City of Mission Viejo's long-standing tree-trimming contract with West Coast Arborists, renewing service from July 1, 2025, through June 30, 2027 and authorizing an amount not to exceed $2,918,547 over the two-year period.
Assistant City Manager Jerry Hill summarized the terms and rationale for the amendment, saying the proposal would "authorize issuance of purchase order to West Coast Arborists... in an amount not to exceed $1,434,835" for the first year and spoke to CPI adjustments and added funds for slope rehabilitation and problematic-tree removals. Scott Griffiths, a public commenter and a tree-service operator, urged the council to competitively bid the contract, arguing the long renewal history reduces market opportunities.
Council members discussed prior actions that extended the contract in 2021 to hedge against rising costs, noted West Coast Arborists' long track record serving multiple Orange County cities and cited fast emergency response times and community involvement as reasons to retain the vendor for the two-year period. Councilmember Trish Kelly moved the recommended action and the motion passed 5–0.
