County adopts five‑year System Improvement Plan to boost reunification and services for children and youth

The board approved Lake County’s negotiated System Improvement Plan (SIP) for Nov. 2025 through Nov. 2030, a statewide child‑welfare improvement roadmap submitted to the California Department of Social Services.
The plan identifies two child‑welfare improvement areas: reducing recurrence of substantiated maltreatment within 12 months and increasing reunification within 12 months for children removed from parental custody. Staff described strategies including deeper risk assessments, increased follow‑up and evidence‑based, behaviorally focused interventions, stronger progressive visitation practices to maintain parent–child contact, and formalized monitoring and reporting. Probation’s selected SIP focus is expanding an accessible, individualized service array and building tribal partnerships and culturally grounded parenting programs ("Positive Indian Parenting") for prevention and re‑unification supports.
Supervisors emphasized regular updates; staff agreed to provide periodic progress reports and to return with an updated performance graph so the board can track progress rather than waiting the full five years.
