Staff presented concept images for seasonal or semi-permanent kiosks at Buckroe Beach and ran Google Earth 3-D overlays showing proposed Carousel Park buildings. Staff noted the larger Carousel Park proposal consists of two buildings (the rear building roughly 6,500–7,000 sq ft and a front building of about 2,500 sq ft) and that a major HRSD easement influenced the separation of the structures.
Council members asked staff to investigate structural feasibility for placing smaller buildings on McNamara Pier, to estimate utility costs, and to consider kiosks that could provide seasonal retail without permanently consuming park green space. Councilmembers also urged staff and developers to use 3-D visualizations earlier in the deal-point process so the public and council receive clearer, to-scale representations before key discussions.
No formal vote on Carousel Park or kiosks occurred at the meeting; staff agreed to continue feasibility work and to provide additional information.
