Hampton City Council on Jan. 13 approved a five‑year lease between the city and Community Baseball, LLC for approximately 10.45 acres at War Memorial Stadium (1889 West Pembroke Avenue) to continue primarily baseball‑related uses, including the Peninsula Pilots. The city said the most recent lease had expired in December 2025 and that Community Baseball has continued to operate under the expired agreement.
City staff explained the lease carries minimal rent (a dollar per year) while making the tenant responsible for applicable taxes, fees, insurance, routine operation and maintenance. The proposed lease term is five years starting on execution. Councilwoman Muggler announced she would not participate in discussion or voting under the Virginia Conflict of Interest Act because her spouse is a paid consultant for Community Baseball; the recusal was noted before the vote. The motion to approve the lease carried; the official roll call recorded one abstention (Muggler) and the rest voting aye.
