Hampton City Council on Jan. 13 approved a resolution authorizing acquisition by negotiation or condemnation of a portion of property at 2 Little Oak Lane (LRSN 8004974) needed for the Little Back River Road bike and pedestrian accommodation project (Phase A). City staff said the required partial fee take is approximately 985 square feet (about 0.023 acres).
City staff told council the property owner on record is the heirs or successors of Valerie J. Hall (deceased June 7, 2025), and that the city concluded the required portion could not be obtained through negotiation. The manager recommended, pursuant to cited sections of the Code of Virginia, that the city exercise eminent domain authority to begin condemnation proceedings. No members of the public were signed up to speak. Council opened and closed the public hearing and then approved the resolution by roll‑call vote.
