City staff told the Infrastructure Advisory Board the two unsolicited proposals that were awarded (one per project) have advanced to contract negotiations and city‑attorney review. "We both actually reviewed the 1st draft of the agreement. Now it's in the hands of our city attorney's office," a staff member said, noting staff are ensuring emergency‑response and heavy‑rain protections are written into the contracts before a Notice to Proceed.
Staff also gave the GMPs: Melrose Manors’ guaranteed maximum price is approximately $91.8 million and Riverland’s is approximately $79.6 million; staff said the projects were eligible for financing from the approved stormwater revenue bond package. Board members pressed staff on negotiation timelines, contract execution and the need to finalize terms quickly so contractors can mobilize under the bond spending window.
