Applicant counsel says firm will pursue city resolution before commission hearing

Tracy Laycock, who identified herself as general counsel to Wyoming Downs and 307 Horse Racing, was sworn, provided her business address in Cheyenne, and addressed the board on behalf of the applicant.
Laycock told the board the applicant intends to obtain a city resolution before returning to the gaming commission, citing reliance on an attorney-general opinion and coordination with city planning and council on the new ordinance. "We have decided we will go back to the city for the resolution prior to going, back to the commission, based on the attorney general's, opinion," Laycock said. She asked the board to approve the conditional-use request; she also described the site's current operation as the Cadillac Ranch Bar and said the applicant had initiated the application process to align timing with the state licensing schedule.
