General manager: district faces $1.5M funding gap; staff seeking SRF, federal help

General Manager (S3) told the board the district has identified a $1.5 million funding shortfall for planning and construction and is pursuing state SRF planning funds, congressional support and potential WERDA funding that could cover up to 75% of construction costs.
The districts general manager (S3) told the board that while design work is on schedule and currently under budget, the project faces a projected $1,500,000 funding gap to get from planning through construction. He described outreach to state and federal officials and said staff are "hammering pretty hard" for SRF planning funds and other support.
"We're going to continue to hammer pretty hard with the elected officials, either support for our SRF grant through the states, or just general funding to cover that $1,500,000 gap that we've identified, to get us through planning up to construction," General Manager (S3) said. He reported meetings with senator and congressional offices and said Congressman Carbajals office was looking into whether the district could qualify for up to 75% construction cost coverage through the Water Resources Development Act, rather than 50%.
Board members described ongoing outreach to the Central Coast Water Board and state legislators to press the case for planning funds; one director said letters of support from a county supervisor and other offices had been provided. The board did not take any binding funding actions at the meeting, but directed staff to continue advocacy and seek available grant and loan programs.
