The clerk warned the consent agenda covers routine, noncontroversial items typically adopted without discussion. The package also approved minutes from three council meetings and confirmed both the declaration and termination of the local emergency prompted by last weekend's winter storm. The agenda included a code amendment authorizing the treasurer to issue refunds up to $2,500 without returning to council.
Mayor Gray thanked city employees for their storm response earlier in the meeting. The clerk called the roll; Councilman Bowman, Vice Mayor Brown, Councilwoman Campbell, Councilwoman Farrabee, Councilwoman Harper, Councilwoman Mugler and Mayor Gray each voted "Aye," carrying the motion.
