The Reno Planning Commission on Aug. 5 approved a major deviation for 935 Manzanita (case LDC26-00068) to reduce the required 5-foot side-yard setback to 2.5 feet to allow a covered carport used for resident medical loading and mobility access.
Joseph Castillo, the applicant and owner, told commissioners the reduced setback is necessary to provide space for double-door access and mobility clearance for wheelchairs and gurneys during hospital transports. "The required 5 foot would make it very difficult for wheelchairs and walkers to get in and out of the property," Castillo said.
Commissioner Sean McCoy pressed staff and the applicant on an apparent lot-coverage exceedance: staff calculated the property at approximately 42.6% lot coverage, roughly 2.6% over the 40% limit in Title 18. Staff said lot-coverage compliance is checked at building permit review but agreed to formalize a condition requiring that, prior to issuance of a building permit, the applicant submit final plans that identify structures to be removed or reduced and demonstrate lot coverage of no more than 40% while preserving the access arrangement used to justify the deviation. The Fire Marshal requested assurances the 2.5-foot area between the wall and fence remain unobstructed; the commission added a condition requiring a formal agreement to keep that area clear for firefighting access.
With those modified conditions read into the record, Commissioner McCoy moved to approve the deviation; the motion was seconded and carried unanimously. The approval is conditioned on the applicant's fulfillment of the lot-coverage reduction and the agreed firefighter-access maintenance at building permit review.
