Noemi, president of CSEA representing classified staff, told the board the district’s governance handbook requires transparency and asked whether legal counsel had reviewed education- and government-code provisions that affect the vacancy date and the choice between appointment and election. The public urged the board to explain why July 24 was used as the vacancy date if records suggest earlier changes of residency.
