Staff said the change represents roughly a $1.1 million increase (about 4.5%) over the previous year's amended contract and attributed the rise primarily to a 4% cost-of-living adjustment and higher overhead cost calculations.
Staff described the per-capita cost context for contract cities and recommended that the city manager be authorized to approve reimbursements up to $35,000 for overtime special-enforcement services (seasonal traffic, patrols). After no public comment, the council moved the item, seconded, and approved it unanimously.
Council members asked whether a city-requested police blotter would be part of the contract; staff replied that blotter access is available through the OCSD website and does not require a separate contract item. The contract approval maintains Mission Viejo's contract policing arrangement with the county for the coming fiscal year.
