Commissioner JW Gibson asked whether property acquisition expenses were being borne by Regional 1 or paid from county funds held in escrow. Van Turner said the county capital improvement budget for the first fiscal year included $30,000,000 and that those funds were used for acquisition of the properties in question. "Part of what the commission has stated on more than 1 occasion is they didn't wanna see those funds left over at the end indicating stagnation," Turner said.
Dr. Brown and consultant Kim Brown told the committee they had not seen written plans or approvals for some acquisitions and that several additional properties became part of discussions after an initial plan. Kim Brown said she counted five properties discussed and noted one had a long‑term lease that complicated acquisition. Committee members requested the chief overseeing acquisitions or the broker be present at the April meeting to provide a detailed timeline and documentation.
