Staff also told the committee the city budget includes nine additional firefighter positions in the proposed 'yes' budget; those positions are central to the plan’s staffing cushion and to the promise of reduced overtime if the new schedule performs as intended. "Those 9 would give you a bigger overtime cushion to try to help reduce the overtime budget," one manager said. Committee members asked how many lieutenants are floaters and how the new captains would be distributed; presenters replied the new captains would staff the added D shift and be assigned as staff captains and field captains to maintain continuity.
