Bond oversight committee praises transparency, reports low change-order rate on Proposition E work

The Independent Citizens Oversight Committee (ICOC) presented its 11th annual report to the board, summarizing bond activity and oversight of Proposition E funds.
“Voters approved proposition E's $182,100,000 bond measure in November 2014 to modernize school facilities, improve school security, and enhance the information technology infrastructure,” the ICOC chair said, reporting that Series D and E funds have supported projects such as Mission Middle School modernization (phase 3 complete), modular classroom remodels to accommodate growth, and repairs to a failed wooden walkway canopy at Felicita School. The ICOC noted an independent audit found no discrepancies and that the change-order rate across the bond program currently stands at less than 3% over 11 years.
The committee reported it has four active members and is recruiting to fill three vacancies; the ICOC thanked a member whose term ended and emphasized continued public reporting and oversight.
