District project staff and counsel described months of review, documentation requests for payroll and equipment, and legal negotiation before the contractor accepted the reduced offer. Project managers said the multi-prime delivery lowered initial contract contingencies and that several legitimate unforeseen costs still remained. The board voted 5–0 to approve the change orders and the related resolution.
