Staff explains RFP scoring and why continuity matters during Workday roll-out

Allison Lisonbee walked the committee through the RFP criteria and the selection committee's approach. She said the city scores proposals mainly on technical quality, responsiveness, commitment to professional growth and total price; technical quality received the most weight in evaluations.
"We had some mandatory elements... 1 of the key components in that mandatory elements is reviewing their last external quality control review report," Lisonbee said. She emphasized that the Workday implementation required special consideration: FY25 covered a partial dual-system audit and FY26 will be the first full audit in the new Workday structure, increasing onboarding demand for any new firm.
Staff told the committee both firms have Dallas offices and national footprints and that Weaver has more experience auditing electric utilities in ERCOT. Lisonbee highlighted training and efficiency gains Weaver could provide by leveraging existing knowledge of Garland's accounting structure and by giving read-only access to the system to reduce staff document-gathering burdens.
The selection committee recommended Weaver based on the mix of score, price and continuity; staff also noted the firms were close in score and that rotating the engagement manager would help preserve auditor independence.
