Residents at the meeting described severe basement backups in the Jefferson Ditch area and asked whether accumulated sediment, vegetation or debris in the detention ponds contributed to the problem. Village public works staff and MMSD representatives explained the ponds were designed to detain and treat stormwater, noting that aquatic plants can indicate healthy sediment capture but excessive silt reduces capacity.
Public works staff said the Jefferson Ditch system includes multiple bays with a weir/outlet structure sized to limit release (designed around a 10‑year rainfall event threshold for the outlet). The village last cleaned the entire pond system in 2010; staff said they are budgeting a sediment evaluation and plan to dredge following the evaluation, with dredging likely to be scheduled in 2028 pending DNR permitting and material testing. Staff also described recent localized maintenance (clearing the control structure and culvert ends) and said outlet elevations during the April event were up to three to four feet above the top of the outlet pipe, so the Menomonee River may have backed into the Jefferson Ditch during that storm.
Residents pressed the village to expand monitoring and early warning. Staff said they will continue in‑field monitoring during events, reminded residents of the village 24/7 reporting number, and noted that many mitigation steps (e.g., dredging, outfall changes) require multi‑agency coordination and permitting.
