Consultant lays out appointee-evaluation calendar, adds 360 feedback step

Clear Career Professionals consultant Brian Beasley told the Administrative Services Committee that the firm is entering Phase 2 of the city’s appointee-evaluation process and is adding a 360-degree feedback component to the annual review.
"This is our 3rd year here, and we're pleased to get to be a part of this process," Beasley said, outlining a multi-step timeline that includes a Phase 2 kickoff at the ASC meeting on Aug. 27, a council survey running in late August through Sept. 30, self-evaluations issued Aug. 31 through Sept. 18 (with self-evaluations due Sept. 11), one-on-one appointee meetings Sept. 8–18, draft review sessions Nov. 9–13, and final packet delivery and council deliberations in mid- to late November. Beasley said compensation comparisons and year-over-year compensation totals will be included in the packet.
Chair Margaret Lehi asked whether the packet-review session planned for Nov. 5 should be handled in executive session. Trey from the city attorney’s office advised, "Once we get closer and we actually have the information that's at hand, we can see if it falls under the appropriate, Open Meetings Act exception to allow it to be enclosed. And if so, we'll post it accordingly at that time." The committee agreed staff would review confidentiality and post as required.
The committee asked staff to distribute the detailed timeline and supporting attachments to members and to place ASC calendar invites on members' Outlook calendars. Beasley and staff confirmed they will send the deliverables and continue to refine the packet format ahead of the October–November drafting window.
At the start of the meeting the committee also approved the April 23 minutes. The chair recorded the motion as made by Committee Member Ed Moore and seconded by Committee Member Dutton; the motion was approved unanimously.
