Board approves critical-area variances for Camp Roosevelt garage to support in-home rehab and accessibility

The Calvert County Board of Appeals approved critical-area variances on Nov. 6 allowing Camp Roosevelt property owners to construct a detached 35-by-45 garage with a finished second floor at 4745 Camp Roosevelt Drive.
Owner Craig Philippe testified the lot, which contains an older structure that was once a camp mess hall, predates critical-area regulation. Philippe described significant accessibility and storage needs after his daughter Sid suffered a traumatic brain injury and now uses a wheelchair: "Sid is in a wheelchair... part of Sid's rehab is she has lost the use of a right side ... we have nowhere to do that. Currently, we drive her to Baltimore to do that." He said the proposed building would provide indoor rehab space, storage for equipment and better vehicle staging for in-home caregivers.
Jeffrey Toole and county staff described mitigation measures, septic planning and required erosion controls; historic preservation planner Christopher Sperling confirmed a historic-area work permit had been approved by the historic district commission in July 2022. The board reviewed the critical-area criteria, found the requested variances were the minimum necessary given the lot's constraints and the property's historic status, and voted to grant the variances. The board recorded conditions that mitigation and permitting must be completed as part of the county review.
