Committee debates reporting lines, emphasizes general manager oversight

Chair recommended standardizing titles such as director of operations and director of finance and asked staff for an expanded breakdown of who handles payables, receivables and bank reconciliations under each operating manager. "Specifically says that everybody replies or answers to the GM," one committee member said when citing the code and the proposed chain of command.
Presenter and staff described how the temporary ad hoc committee structure arose while the district has an interim general manager and said the permanent chart will return full operational reporting to a future general manager. Staff agreed to confirm Cecilia's preferences for who the senior accountant and staff accountant report to and to reflect that clarity on the chart prior to the board meeting.
