The council considered a request for a specific‑use permit to allow food processing and storage at 725 East Walnut Street. Planning staff described required buffering and facade improvements to reduce impacts on an adjacent single‑family neighborhood and noted plan‑commission support. Applicant Seftab Sevargen, owner of ADA Foods, told council the facility is USDA‑regulated, operates under a HACCP plan, has a daily USDA inspector on site and uses pest control and waste‑management programs.
Neighbors had submitted two letters expressing concerns about rodents, noise and lighting. Staff said proposed hours (8 a.m.–5 p.m.), landscape buffers, screening of roof‑mounted equipment and relocation/screening of refuse containers would address many concerns. After discussion the council approved a 10‑year SUP by an 8–1 vote.
