Council orders Beaver Ponds street‑improvement project estimated at $1.54 million

The Hugo City Council on Dec. 2 approved a resolution ordering plans and specifications for the Beaver Ponds Area Street Improvement Project.

Public works/engineering staff (Mark) presented photos of existing pavement conditions and recommended a mill‑and‑overlay treatment rather than full reconstruction. Staff identified the project’s estimated total cost as $1,543,300 and said the city would bear roughly 78.1% of the cost, with assessments covering about 21.9%. Mark explained that assessment units vary by frontage (corner lots may receive 0.5 units) and that assessments can be prepaid within 30 days of the assessment hearing to avoid interest; otherwise amounts are certified to the county and spread over a 10‑year term.

Staff noted the project follows Minnesota’s public improvement process (Minn. Stat. ch. 429) and outlined the schedule: plans and specifications preparation if the council orders the project, a neighborhood open house in January, bids opening in March and construction slated for summer (June–September) with the assessment hearing next fall. After opening and closing the public hearing with no members of the public speaking, the council approved Resolution 2024‑58 ordering the project and authorizing preparation of plans and specifications.
