One member warned that placeholder figures had been carried in budget drafts and asked the finance group to examine how much to pay in cash versus borrow and to sequence projects against the sewer utility’s internal numbers.
"I see in the cell, there's $2,700,000 for super," said Committee member (S3) as an example of a placeholder figure that needs vetting; members agreed the committee should review engineer estimates, feasibility findings and the sewer utility's current finances before recommending amounts to the board.
The committee recommended that the sewer strategic-plan deliverable be brought to the finance committee for detailed review and that staff and the village engineer provide cost, funding and timing options prior to any board action on large sewer capital projects.
