Council adopts updated stormwater management plan to meet new permit requirements

Jones & Associates consultant Dana Shuler briefed the council on deficiencies discovered during a storm water audit of the 2021 Storm Water Management Plan (SWMP). She said the updated SWMP adds contact information with defined roles, expanded efforts to reduce nitrogen and phosphorus, and new standard operating procedures and checklists to meet the updated permit. Dana explained to the council that annual storm water training is required for those dealing with storm water matters and summarized the six minimum control measures (MCMs).
Councilman Wayne Winsor asked whether gravel pits were included; Dana replied those operations are covered under a state industrial discharge permit and said she would provide a contact person for the gravel pit permit. Council approved Resolution 25-26 to adopt the updated SWMP and the annual training requirement by roll-call vote.
