Board approves package of contracts, including sound study and wellness center agreement

The St. Louis Board of Police Commissioners approved a bundled contract resolution (Resolution 2026-39) on Aug. 5 that authorizes the chief of police to execute several agreements recommended by staff and committee members.
Tim Sullivan, who spoke to the agreements, described a $93,224 HDR sound study for the department range that will be paid with asset partnership funds and a TSI Technologies support agreement that covers technician visits to maintain the Real Time Crime Center video wall. "It's $93,224," Sullivan said of the sound study, and he added that TSI would bill "$150 an hour for a technician to come out to fix the picture the wall downstairs with all the video screens." The board also reviewed a MODOT motor carrier safety program with a local matching share of $44,410 and a federal contribution of $843,792.
Members asked specifically about the long-term fiscal impact for a planned wellness center built by a partnership of the city police department, county and the Police Foundation. Staff said there is no impact on the department this fiscal year and that the foundation intends to provide additional financial information; the contract contains mechanisms to terminate or adjust commitments if future costs change. The bundled contract resolution was approved by roll call.
