The South Weber City Council approved Ordinance 2025-15 to amend Title 10 Chapter 2 Section 7, increasing the required information for zoning map amendment (rezone) applications that seek mixed-use, nonresidential or R5 designations. Councilman Joel Dills moved the change and Councilman Jeremy Davis seconded; the motion passed on a roll-call vote of Davis, Dills, Petty and Winsor voting aye.
Supporters said the change would reduce speculative rezoning by ensuring applicants provide a clearer vision for proposed development at the map-amendment stage. The Planning Commission had recommended conditional language (requiring additional submittals at the zoning administrator’s discretion when estimated project costs justify it). City Attorney Jayme Blakesley cautioned the council that the city "is walking a fine line and if it were challenged, it may not hold up," noting potential legal scrutiny of procedural demands on applicants.
Council members who favored the ordinance said it would produce better legislative decision-making and more information for the council when evaluating rezones; others noted the city has limited remaining land available to rezone and the master plan already guides much of allowable use.
