Attorney: school-district reorganization rare in Illinois; Skokie’s common drivers not present

At its May 19 meeting the Board heard a presentation from attorney Brandon K. Wright of Franczek on Illinois School Code requirements and timelines for district reorganization.
Wright told the Board that reorganizations are uncommon: "There have only been five reorganizations in Illinois within the last 10 years, all of which were in rural, southern Illinois." He listed the five typical drivers for reorganization—declining enrollment, inability to maintain staff, athletics, major employers leaving the community, and building issues—and said those factors are not present in Skokie. Wright explained that the timeline from initiating a comprehensive feasibility study through referendum can span multiple school years and described steps required by the Illinois State Board of Education (ISBE).
