Barrett Alexander, the meeting moderator, introduced a rezoning request by Rhonda Hall of World Changers Church International to change 0.4 acres at 5817 Old National Highway from AG-1 to C-2 to operate a used automobile dealership.
Rhonda Hall said the business would display about "6 to 10 vehicles at a time" with typical prices "between 5,000 to 15,000," and that the operation would offer cash and financing options through partners including Navy Federal and Westlake. She told the planning meeting the applicant plans front-site improvements including a professional sign, black fencing, landscaping and a 2,052-square-foot concrete slab at the front of the lot.
Neighbors questioned how customers would access the site and what surface materials would be used. Resident Michael Venable asked whether the project would use the existing ingress from Old National Highway and whether the display surface would be paved; the applicant said customer parking would be in the rear and that the display area would likely remain gravel.
Venable also expressed a broader neighborhood concern, saying used-vehicle dealerships have historically concentrated in areas in decline and may not "add value," which other attendees said could conflict with neighborhood goals for commercial and housing upgrades.
Staff did not propose a final action during the meeting; the item will proceed through the planning process with public-participation steps and upcoming commission and council hearings noted by staff.
