Hugo council adopts resolution to join Green Step Cities program

The Hugo City Council voted on Oct. 21 to adopt Resolution 2024-48 to participate in the Green Step Cities program and direct staff to document existing sustainability practices and continue progress toward program Step 3.
Phoebe Brown, a Community Development intern, told council that Green Step is a voluntary sustainability challenge organized by the Minnesota Pollution Control Agency that groups actions into five categories (buildings and lighting; land use; transportation; environmental management; and resilient economic and community development). Brown said Hugo has already completed "a total of 6 best practice actions," meeting the program's Step 2 requirement, and presented low- or no-cost example actions the city could pursue next.
Council members asked about staff capacity and monetary incentives. Brian (city staff) said the intern role and supervision by Community Development staff would allow Hugo to proceed at its own pace. Brown noted that the League of Minnesota Cities funds a modest $1,000 prize awarded to one participating city each year; staff emphasized technical assistance and grant-direction resources available through Green Step.
Councilmember Petrick moved to approve Resolution 2024-48; Councilmember Klein seconded. The mayor called for the ayes and declared the resolution adopted by voice vote.
