Kirkland board and library board agree to short-term IGA; village retains title while library assumes most building costs

Jean Bauer, president of the Kirkland Public Library Board, told trustees that the library’s board had not budgeted utilities for FY 2026–27 and proposed that the Village retain ownership of the building while the Library Board assume responsibility for repairs, maintenance and insurance. Bauer said the library had already adopted its 2026–27 budget and asked the village to consider an arrangement that would remove the financial strain on both entities.
Board members agreed to prepare a short-term intergovernmental agreement (IGA) under which the library board would assume financial obligations for the building with the exception of utilities. During the meeting President Ryan Block said the IGA would be written so the parties would revisit the question of purchasing the building later in the year (the public-comment discussion noted December 2026/January 2027) and Block reiterated in new business that the IGA term would extend to April 30, 2027, at which point the sale would be reconsidered if still desired by the library board.
