Kirkland trustees move to advance sale of village-owned library building; library board seeks utility, appraisal and inspection data

At its Feb. 23 regular meeting, the Village of Kirkland Board of Trustees discussed a possible sale of the village-owned library building and the mechanics of an Intergovernmental Agreement to transfer ownership. President Ryan Block said the library is its own taxing body and that continuing to own the building provided no economic benefit to the village given current revenue constraints.
"The library is their own taxing body, and while the Village owns the library building, there is no economic value to the Village to continue to own the building," President Ryan Block said, explaining the board's position. He told attendees that the village will have its attorney prepare the IGA and share it with the library's counsel for review.
Jean Bauer, president of the Kirkland Public Library Board, asked for data the library board said it needs to consider the offer: the cost of utilities, a building appraisal and a building inspection to inform budgeting. "She requested the cost of utilities, the appraisal of the building, and the need to inspect the building for budgeting purposes," Bauer said. Clerk Leslie Scidmore confirmed utility bills and the appraisal figure in the board packet had already been shared with the library board; President Block said he would confirm meter arrangements.
Because Village Attorney Matthew Walter was absent, President Block said the IGA and related items would be addressed when the attorney can formally transmit documents; the board set no final deadline and scheduled follow-up discussion for the March 16 meeting. The library board indicated it will need time to review the documents before reaching a decision.
