Emergency manager says Piper's Gap generator complete, urges use of $22,000 Helene relief funds before October

Monica, who delivered the county’s emergency management update, told the Board that a new generator at the Piper’s Gap shelter is installed and funded in part by the state. “We are very pleased to say that the state has already reimbursed us for the, 70% of the cost,” she said, adding that the project cost about $40,000 and that Carroll County’s share was roughly $12,000.
Monica described outreach with community partners—United Way, Lions Club and VFW—and said staff have registered seniors for the county Everbridge alert system. “Keep scrolling down until you see the link that says, how do I sign up for Everbridge?” she instructed residents on where to find the registration link on the county website. She also described regional coordination with Mount Airy and Surry County on dam oversight and said she and director Jason Phelps attended a statewide public-safety summit to advocate for Southwest Virginia’s needs.
Monica said the county is forming a long-term recovery group, CAROL CARES, under a RAFT grant and is developing bylaws and financial oversight for that effort. She warned the board that Carroll County has about $22,000 in donations specifically for damage from Hurricane Helene that must be spent by October. “Carroll County still has about $22,000, and it is not grant money,” she said, and urged any residents with Helene-related damage to contact staff for a screening survey and possible reimbursement.
