Resident urges village to address alleged racial treatment and permit denial

At the citizen‑comment segment, Felipe Francini of the Edgewater of Shorewood Homeowners Association identified himself and recounted decades of living and working in Shorewood, including employment with the public works department. Francini said he recently experienced what he described as racist behavior from his homeowners association and certain people affiliated with it and alleged that his request for a sidewalk accommodation was denied by his HOA and that village employees had denied his permit. "I applied for a permit for a sidewalk as an accommodation... Your employees that deny me my permit. They tell me I have to move a lipo because the lipo close to my sidewalk is gonna be a hazard," he said.
Francini said the complaints are now before the state attorney general and urged the board to instruct village staff to treat residents equitably. "I will die in short, and I will ask you to teach your employees to treat every resident in this village for what they're wanting to live in this village for and for what they contribute, not by the color of their skin," he told the board. The board reminded him of the five‑minute limit and thanked him for his comments; trustees did not take action on the citizen's individual permit during the meeting and staff noted the issue is under outside review by the attorney general.
