Gates Board adopts Bill of Rights resolution, designates animal shelter recipient, and advances grants and capital items

The board unanimously adopted a resolution endorsing the New York Association of Towns Bill of Rights, emphasizing municipal home rule and local control of land use. Town Clerk Sarah Lobene explained a resolution designating the Town of Gates Animal Shelter as the recipient of voluntary contributions collected with dog licenses under Agriculture and Markets Law §109; the Town Clerk was authorized to collect and remit those funds (Resolution 130-26).
On stormwater, the board determined the 2026 CFA Nonpoint Source/MS4 Stormwater Management Program application to be a Type II SEQRA action and authorized applying for $50,000 with a committed minimum 10% local match; the Supervisor was authorized to execute grant documents if awarded (Resolutions 131-26 and 132-26). For capital needs, the board authorized a tax-exempt municipal lease agreement with Chase Bank to fund an HVAC replacement project (Resolution 133-26) and approved funding the Workers' Compensation Reserve by $41,602 (Resolution 134-26).
