The Village of Kirkland Board of Trustees unanimously adopted Ordinance 2026-05 on March 16, 2026, implementing a 1% non‑home‑rule municipal retailers' occupation tax and a 1% non‑home‑rule municipal service occupation tax.
Village Attorney Matthew Walters told the board that "a referendum is not necessary in order to implement this 1% sale tax increase," and noted the tax will take effect July 1, 2026. Walters also explained that revenues from the tax "can be spent on anything until January 1, 2031, after which time it can only be used on infrastructure costs." Trustee Chambers moved for the ordinance and Trustee Ziegler seconded; the motion passed on a voice vote with all trustees in favor.
The board did not specify a detailed spending plan at the meeting. Trustees discussed the village's broader financing options elsewhere on the agenda, including bonding and potential development revenues. The ordinance sets the tax increase in motion; the trustees will determine allocation of funds in future budgetary or project-specific actions.
