The commission recommended changes to staff-drafted conditions if a permit were issued: specifically, a cap on retreat events — "the number of retreats shall not exceed 6 events per year" — and a prohibition on acquiring more property to expand the site. After discussion, the commission's vote to recommend approval failed 2–3; the commission therefore did not recommend the permit for 270 Veronica Lane. Trustees received that report before voting to deny the application at the board meeting.
