Sole Assessor Charlene Ruszkowski told the Town Board that New York State recommends the Town perform another revaluation to preserve a 100% assessed valuation.
"New York State is recommending that the Town have another re-valuation, if the Town doesn’t comply with the request, 100% valuation cannot be sustained," Ruszkowski said, and she noted the state would share 50% of the cost of a reval ("$250,000.00" as stated in the meeting record). She added that a formal revaluation typically remains effective for about five years.
County Treasurer Shawn Bowerman warned the board that changes in assessed values influence the distribution of sales tax and could affect the town's tax rate. Bowerman said he would prepare a tabulation comparing sales tax distributions to assessed values for the board to review.
Board members discussed options including an in-house review led by the assessor or hiring outside contractors; the board expressed concern over needing to access private property and the safety of field staff if a town-led approach were used.
