County OKs limited purchase for Eagle Scout sidewalk materials, authorizes staff spending

Justin told the board he had received a request from an Eagle Scout for sidewalk materials and that the only available source for the specific sand was Home Depot at about $30 per bag. "The Eagle Scouts, he sent me that paper today for the stuff that he needs for the sidewalks over there... the only place I can get it, that's why it's $30 a bag, is at Home Depot," Justin said.
Justin said the scout estimated 111 bags (an estimate Justin reported as a $3,330 total) but recommended purchasing a smaller initial quantity — roughly 50 bags — to begin work and evaluate need. Members noted the courthouse fund would be used for the purchase and confirmed that Justin has routine authority to obligate funds up to the department limit; the board moved, seconded and approved authorizing Justin to proceed within that limit.
Justin said he expected the work to begin in about one to two weeks and that the total estimated cost likely would stay well below the higher thresholds discussed. The board asked staff to return with invoices or reports if actual costs exceeded the purchasing limit.
