City council asked planning commission to consider restoring local EV-charging language after state code change

Staff told the commission that after a governor's executive order reverted energy codes to 2020 editions, City Council asked staff to draft language to restore the previously adopted local EV-charging requirement in the LDRs so the local standard remains effective.
At the start of the meeting staff relayed a council request to the planning commission to consider adding language to the land development regulations so a previously adopted EV-charging requirement remains effective despite the governor's executive order reverting the statewide code to 2020 editions. Kelsey said the council and city attorney are working on potential draft language and that Councilor Traumek has prepared a potential draft for the commission to consider in a future meeting.
Staff stressed that the change being requested affects only the EV-charging provision (not the entire municipal code) and that the commission would review draft language in the coming months. Commissioners asked whether adopting such language would conflict with state authority; staff answered that municipalities may adopt standards that are stricter than the state and that the proposal is intended to restore the local effect of the earlier rule rather than to override the state wholesale.
