Atia Harris, the prospective operator, told the council she has more than 15 years of experience working with children and wants to reopen the location as Little Blossom's Learning Academy. Staff and the planning commission recommended approval subject to conditions requiring development in accordance with the approved site plan, parking and circulation compliance, no expansion without approval, licensing and regulatory compliance, and property maintenance. Council approved the CUP by voice vote.
