City staff presented a feasibility report for the 2025 Duck Pass, Palmis/Long Lake Estates and Ingersoll Avenue North street improvement project and recommended a Dec. 2 public hearing. Staff said the work on some segments will be full‑depth reclamation rather than overlay and reported an estimated project cost of $1,820,900 and assessment totals of $180,778. "Total estimated project cost is $1,820,900," the presenter said when summarizing the feasibility results.
Staff explained that, because this is a rural area with lower density, assessments cover a smaller percentage of total costs (about 10%) and the city would pay the remainder. Council moved to adopt Resolution 2024‑53 receiving the feasibility report and setting the Dec. 2 hearing; the motion passed by voice vote. Design, bidding and construction timelines were outlined to follow the same November–March–June schedule described for the Beaver Ponds project.
