Plan Commission approves Omega Shipping SUP for repair facility with mural and operating limits

Planner Kalyan described the concept plan: a roughly 3,200‑square‑foot service building with three service bays and a mezzanine, 33 truck parking slips and 10 vehicle parking spaces, added landscape buffers, and a required street‑facing mural covering at least 25% of that elevation. Kalyan said, "Staff recommends approval of this SUP and also the associated concept plan with a 15 year time period with the following conditions," and summarized conditions that include hours of operation and a prohibition on outdoor repair activity.
Commissioners probed whether the applicant proposed the operating hours (Kalyan said the hours were proposed by the applicant) and discussed whether the new SUP should expire concurrently with the existing SUP on the site; commissioners ultimately asked staff to make the SUP's period run concurrent with the existing permit so both would expire at the same time. Consultant Charles Boyd clarified that the original SUP authorized vehicle storage but the site had not yet progressed to occupancy: "It is an SUP that was originally for the storage of motor vehicles," he said, and added that civil work and permits were still in process.
Commissioner Jenkins moved to approve the SUP per staff recommendations and to set the SUP term to run concurrent with the existing SUP; Commissioner Abel seconded. The motion passed and the chair announced it as approved. The SUP includes a condition limiting hours (Mon–Fri 7 a.m.–6 p.m.; Sat 8 a.m.–2 p.m.; closed Sundays), prohibition of outdoor repair, a required mural and enhanced landscape screening; staff advised that final permitting inspections and CO issuance will be required before operation begins.
