Council warns Jan. 5 public hearing on South Burlington City Center TIF substantial-change application

Community Development Director Lana Blanchard told the council that staff drafted a "substantial change" application to the Vermont Economic Progress Council to allow reallocation of previously issued TIF bond proceeds among City Center projects to address higher-than-expected costs, particularly on the bike/ped bridge.
Blanchard said the draft lets staff move funds between projects as final costs are known while indicating that tapping the $2 million Garden Street allocation would be a last resort. She also noted interest earned on the 2024 bond affects the accounting of available TIF funds. Councilor discussion focused on exposure, phasing, and alternative funding sources; one councilor said staff had already walked them through timing, value-engineering, and other mitigation strategies.
Council moved to warn a public hearing on the substantial change application at the council’s Jan. 5, 2026 meeting at 7 p.m. and approved sending a draft letter now to the Vermont Agency of Transportation to indicate readiness to program grant funds in advance of the hearing. The motion passed unanimously.
