City Manager Joshua Bake presented Roosevelt’s current Capital Improvement Board (CIB) priority list to the council on March 3. The items listed as top priorities on the portal were sewer line construction, secondary water development, street reconstruction, water line replacement, golf course irrigation, a city administration building/recreation center, and cemetery expansion.
The council received the list for discussion and prioritization; the work session minutes do not record formal ranking changes or motions to amend the portal entries. Staff and council members identified these projects as central to infrastructure maintenance and future planning, with follow-up needed to map budgets, timelines and grant eligibility.
