Huachuca City accepts clean audit for 2024–25, council hears financial trends

The Huachuca City Council voted unanimously April 9 to accept the Town’s independent audit for fiscal year 2024–25, which auditors said carried an unmodified (clean) opinion.

Jennifer Frank, the presenting auditor, told the council, “Happy to report you had an unmodified clean opinion again this year.” She said auditors found no material weaknesses or significant deficiencies in internal control and issued an unmodified state legal compliance report. Frank reported the town’s combined net position was about $12.3–$12.4 million as of June 30, 2025 and that governmental activities increased by $330,333 while business‑type (utility) activities decreased by roughly $211,000.

Frank said capital assets for governmental activities rose by about $3 million, largely because of work on the Skyline project, and summarized enterprise‑fund health: the water fund showed revenues exceeding expenditures, the sewer fund posted modest net income, sanitation trended slightly negative, and the landfill continued to report heavy capital and closure‑related liabilities. She directed council to the statement of cash flows to monitor operating cash generation for future capital needs.

Mayor Johann R. Wallace thanked department heads and staff for their work producing the favorable results, saying the audit “is a good audit. There are a few things there, but it's a good audit. It's actually an excellent audit.” The council’s acceptance was recorded as unanimous.
