Meadowood resident urges city to allow longstanding neighborhood sign; council directs staff to work with HOA

Tisha Goodman, a Meadowood homeowners association resident and manager of Rockwood Property Management, told the council the Gardens Community sign on North Liberty Lake Road has been at the site for more than 26 years and the HOA retroactively applied for a permit in May 2026 after replacing a failing sign.
"The Gardens Community sign located at North Liberty Lake Road in East Settler was installed over 26 years ago under Spokane County sign guidelines," Goodman said, and she asked why the Meadowood sign was being treated differently from other neighborhood signs that remain in the right-of-way. Zoning Administrator Amy detailed the code-enforcement finding: staff confirmed no permit had been applied for initially and the replacement sign increased the sign's nonconformity by using unconcealed pole supports and not meeting the required materials and landscaping.
Amy said staff's recommended next step is to work with the applicant to test an easement on adjacent city-owned property; if an easement proves unworkable, staff proposed allowing the sign to remain only if it were conditioned to meet design, landscaping and material standards. Council members generally supported continued staff negotiation with the HOA while avoiding a precedent that would encourage nonconforming replacements. Council emphasized focusing on covering the pole supports, adding the required landscape base, and meeting the material standards before any permanent allowance is made.
