Board adopts ordinance 2026-04 dividing taxes in Legacy Ridge urban renewal area

The board conducted second consideration and then adopted Ordinance No. 2026-04 providing for division of taxes on taxable property in the Legacy Ridge Subdivision Urban Renewal Area (formerly Hartland) under section 403.19 of the Iowa Code.
Planning staff introduced the ordinance and noted the development agreement was not yet available for the board’s packet. A supervisor moved to approve second consideration and adoption; the motion passed on a roll-call vote. Speaker 3 recorded the roll call with responses: “Chairman Jay,” “Supervisor Whitman,” “Supervisor Miller,” “Supervisor Jones,” and “Supervisor Jordan” each responding in the affirmative.
Staff said the ordinance summary will be published and the development agreement will be brought forward for final execution once received.
