Council Renews HOME Consortium Interlocal Agreements, Outlines HUD-funded Programs

Economic development staff presented renewals of interlocal agreements underpinning the HOME consortium and Urban County relationships that govern federal block grant and HOME funding. Lauren Littlefield and ORD staff outlined program goals—housing stock expansion, housing stability and economic mobility—and described core funding categories and administrative processes. "Historically and on average, we receive about $2,500,000 a year in CDBG funds and just over $1,000,000 a year in HOME funds," the presenter said.
Staff explained that HOME requires an annual local match and that the urban county and the HOME consortium use citizen-review committees and mayoral/designee decision-making processes to allocate funds. Harriman City is moving from the urban county into the HOME consortium, triggering renewed interlocal agreements that the council approved at the July 14 meeting. Council members asked for distribution data by city and were told staff will provide that information.
The council approved the interlocal agreements and asked staff to continue coordinating with member cities to maximize award leverage across the county.
