Director Debeja presented Dearborn Heightss proposed 20262030 Consolidated Plan and the 20262027 Annual Action Plan at an Aug. 5 study session, saying the documents guide how the city will use federal CDBG funds over the next five years. "If it's not signed by the mayor and sent over by August 13 we lose out on the $1,000,000 grant," Debeja told the council, emphasizing HUDs submission deadline.
The director outlined statutory goals the plan must meet — decent housing, suitable living environments and expanded economic opportunities — and said the city expects entitlement funding near $961,000 this year and program income of about $100,000 from prior liens. Debeja said HUD restricts spending to HUD-defined low- and moderate-income areas (about 47.5% of the city), so projects must fall within those census tracts. Staff provided five-year target figures (housing $1.8 million; community economic development $2.0 million; non-homeless special needs $550,000; administration $1.1 million; homelessness $50,000) and said HUD approval of the action plan is the next procedural step before implementation.
